Oak Lawn Regional Communications Emergency Operations Team Leader


The Oak Lawn Regional Emergency Communications Center (OLREC) is currently seeking qualified applicants for the full-time position of Emergency Operations Team Leader.


General Statement of Duties:


The Emergency Operations Team Leader is responsible for the day-to day operations of the Oak Lawn Regional Emergency Communications Center (OLREC) and reports directly to the OLREC Director of Emergency Communications.

Preforms accurate and responsible management functions within the communications center. Holds a leadership position, oversees the operations of a multi-jurisdiction center which receives and dispatches emergency requests for police, fire and EMS of multiple communities. Oversees and directs all supervisory and non-supervisory NORCOMM dispatch personnel. Is responsible for training employees in emergency phone call procedures, radio dispatch procedures, operation of Computer Aided Dispatch (CAD) System, and related communications equipment. Must analyze situations quickly and respond with a reasonable course of action within departmental guidelines. Makes critical decisions in stressful situations and exercises considerable independent judgment.


Examples of Duties and Responsibilities:


  • Motivates, assists, counsels (exemplary or corrective); addresses complaints and resolves problems.
  • Coordinates communications involving major emergency situations and incidents.
  • Reports sick time, late time; approves requests for overtime, time off and shift substitutions.
  • Provides training and information regarding procedural and/or policy changes to NORCOMM personnel.
  • Processes confidential court audio recording requests
  • Trouble-shoots, diagnoses repair and maintenance for dispatch center equipment, and makes necessary recommendations for correction.
  • Maintains various logs, indexes and records and prepares special reports as needed.
  • Coordinates handling of emergencies and operational problems with personnel in charge.
  • Functions as a member of the management team participating in department-wide policy development, administrative planning and risk management; attends meetings, seminars, classes as needed/assigned.
  • Be responsible for assigning personnel during staffing shortages.
  • Performs related duties as assigned.



    Required Knowledge and Skills:


  • Communicate clearly, concisely and professionally, both orally and in writing.
  • Collect, compile, and analyze information and data.
  • Establish and maintain effective relationships with those contacted in the course of work.
  • Plan, supervise and evaluate work of others.
  • Administer assignments with minimal guidance and supervision.
  • Maintain responsibility for proper storage, updating, and release of public safety records and

associated files.

  • Interpret and apply a variety of rules, regulations, policies and procedures.
  • Use good judgment and time management skills in performing a variety of technical and complex assignments.



An Associate’s degree from an accredited college or equivalent combination Public Safety Emergency 911 dispatch related experience, education and training which provides the required knowledge, skills and abilities. Must have previous experience in Police, Fire, EMS and preferred MABAS dispatch. (6) six years or more of public safety 911 dispatch experience and (3) three years in a capacity of proven emergency communications supervisory or management experience. (A combination of experience and education that provides the applicant with the desired knowledge, skills and abilities to perform the job may be considered.)


Assigned shift Monday through Friday 7:00pm.-3:00am. Must be flexible with hours to attend employee meetings and other related training.
