Notice is hereby given by the Village of Oak Lawn, Illinois, that sealed Bids will be received for the following project:
Regional Water System Improvements
Water Transmission Main
Bid Package 6A
The Work includes, but is not limited to the following: installation of approximately 5 miles of 60-inch water transmission main from just north of the Cal-Sag Channel to 151st Street within an existing ComEd utility corridor by open cut and by completing 4 microtunnels totaling approximately 1,600 feet; installation of approximately 0.5 miles of 10-inch water transmission main along 121st Street by open cut; installation of valves, blow-offs, and other pipeline appurtenances; installation of a cathodic protection system; pavement removal and replacement; recreational trail installation and restoration; sewer replacement; wetland restoration; and traffic control and protection.
Sealed bids will be received until 10:00 A.M. on May 9, 2019, in the office of the Village Clerk in the Municipal Center located at 9446 South Raymond Avenue, Oak Lawn, IL 60453. All sealed Bids will be publicly opened shortly after 10:00 A.M. on the same day in the Municipal Center Auditorium located on the second floor of the Municipal Center. Label sealed bids with, “Village Clerk, Regional Water System Improvements Water Transmission Main Bid Package 6A Sealed Bid”.
Any contract or contracts awarded under this Notice to Bidders are expected to be funded in part by a loan from the Illinois Environmental Protection Agency (IEPA). Neither the State of Illinois nor any of its departments, agencies, or employees is or will be a party to this Notice to Bidders or any resulting contract. The procurement will be subject to regulations contained in the Procedures for Issuing Loans from the Public Water Supply Loan Program (35 IAC Part 662), the Davis-Bacon Act (40 USC 276a through 276a-5) as defined by the United States Department of Labor, the Employment of Illinois Workers on Public Works Act (30 ILCS 570), and the “Use of American Iron and Steel” requirements contained in Section 436 of H.R. 3547, The Consolidated Appropriations Act, 2014. This procurement is also subject to the loan recipient’s policy regarding the increased use of disadvantaged business enterprises. The loan recipient’s policy requires all bidders to undertake specified affirmative efforts at least sixteen (16) days prior to bid opening. The policy is contained in the specifications. Bidders are also required to comply with the President’s Executive Order No. 11246, as amended. The requirements for bidders and contractors under this order are explained in 41 CFR 60-4.
CONTRACTORS MUST ATTEND A MANDATORY PRE-BID CONFERENCE on March 26, 2019, to discuss the Bidding Documents, discuss the additional improvements the Village of Oak Lawn is undertaking, and familiarize themselves with the site conditions. The conference will begin at 10:00 A.M. at the Public Works Conference Room located at 5550 West 98th Street, Oak Lawn, IL 60453. CONTRACTORS WHO DO NOT ATTEND THE PRE-BID CONFERENCE WILL BE DISQUALIFIED FROM THE BIDDING PROCESS.
Bidding Documents are available for electronic download at www.questcdn.com (search for QuestCDN project number 6209458) for $100 and are available for examination or purchase during normal business hours at the office of CDM Smith, 125 South Wacker Drive, Suite 700, Chicago, IL 60606 (telephone 312-346-5000). A complete set of paper copies of the Bidding Documents may be purchased for $400 per set with full-size Drawings, or $275 per set with half-size Drawings. All fees for copies of the Bidding Documents are non-refundable, and cover costs of copying, handling, and mailing. Payment shall be in cash or by bank or certified check payable to CDM Smith. Paper copies of the Bidding Documents may not be available later than 3 working days prior to the bid opening date.
Bidding Documents are available for examination, but not purchase, during normal business hours from Wednesday, March 20 to Wednesday, May 8 at the Village of Oak Lawn Public Works Offices at 5550 West 98th Street, Oak Lawn, IL 60453.
Bids shall be submitted on the forms provided in the Bidding Documents and in accordance with the Instructions to Bidders. Bids shall be accompanied by a Bid Security in the amount of 10 percent of the total Bid amount as guarantee that, if the Bid is accepted, a contract will be entered into and the performance of the contract properly secured. The Bid Security shall be in the form of a bid bond, cashier’s check, or certified check payable to the order of the Village of Oak Lawn. No Bid will be considered unless accompanied by such bid bond or check.
A Performance Bond and Payment Bond, each in the amount of 100 percent of the Contract Price and with a corporate surety as allowed by Article 5 of the Conditions of the Contract, will be required from the Successful Bidder to guarantee the full performance of the Contract.
The Contractor will be required to pay no less than the higher of the rates required by the Davis-Bacon Act and the Illinois Prevailing Wage Act for each classification of work. The Contractor will also be required to comply with the equal opportunity provisions set forth in the Bidding Documents and all Federal, State, and Local regulations.
